I am pleased to be invited to seek the help of the Water Community for my chosen task. At the Visioning Workshop of the Water Community in March 2007, I volunteered to act as a "convener" for engaging the Community in addressing this important topic. This e-discussion continues the conversations on the topic from the workshop towards a possible action group assignment for the Community on Strategies for Scaling up Rural Sanitation Coverage.

I work for the UK based Loomba Trust, committed to upgrading and constructing water supply, sanitation and hygiene facilities in schools under its WASH initiatives. We aim to work in 1,000 schools across India (rural areas and small towns) in collaboration with state governments.

You are aware that the Nirmal Gram Puruskar (NGP) has been instituted to “add vigour” to the Total Sanitation Campaign. In 2007, the National Committee on Nirmal Gram Puraskar selected 4,437 Gram Panchayats and Block Panchayats from 22 states for awards under NGP. The number of award winners has risen from 40 in 2005, 769 in 2006 to 4437 in 2007. These awards were given by His Excellency the President of India Shri A P J Abdul Kalam.

UNDP has been supporting NGOs working in the area of community-based water resources management for some years now. The local communities comprising self-help groups, community-based organisations, water-users groups and federations have been experiencing a range of conflicts over water use both within communities as well as with external stakeholders in the area.

“Sustaining the Sanitation Revolution-India Country Paper” has been presented and published by the Department of Drinking Water Supply, Ministry of Rural Development (MoRD) for SACOSAN-III in 16-21 November 2008, paper is divided into two parts – rural and urban sanitation however, in both rural and urban spheres, it highlights the promising initiatives are underway to tackle the sanitation challenge in India.

“Guidelines: Central Rural Sanitation Programme-Total Sanitation Campaign” has been published by Ministry of Rural Development, Department of Drinking Water Supply in December 2007. Central Rural Sanitation Programme (CRSP) was restructured in the year 1999 exhibiting a paradigm shift in the approach and Total Sanitation Campaign (TSC) was introduced. At present, the Total Sanitation Campaign (TSC) is the only rural sanitation programme implemented by Ministry of Rural Development. The document were developed in the context of the TSC programme in India, it provide objectives, strategy, approach and many useful guidelines.

Country Paper Series “School sanitation and hygiene education in India: Investment in building children’s future” has been published by Ministry of Rural Development, Department of Drinking Water Supply for SSHE Global Symposium “Construction is Not Enough” Delft, The Netherlands 8-10 June, 2004, the books were developed in the context of the School Water and Sanitation Towards Health and Hygiene (SWASTHH) programme in India.

“Toilets and More” published by the Department of Drinking Water Supply, Ministry of Rural Development (MoRD) in SACOSAN-III November 2008, is a manual about the dissemination in all countries for achieving the common goal of new standards of hygiene, health and empowerment for the people of South Asian Region.  

“Experiences with Ecosan Systems to Provide Sustainable Sanitation for Schools in Kenya and India” written by Rahul Ingle, Christian Rieck and Elisabeth v. Münch published in 2009 by Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) and Ecosan Services Foundation (ESF), paper describes the experiences and lessons learnt from using ecosan systems in some schools in Kenya and India.
