Pimpri Chinchwad Municipal Corporation (PCMC) frames policy for construction of toilets

Pune, May 8, 2014: A policy for construction of public toilets and bathing facilities has been framed as part of the city sanitation plan by the Pimpri Chinchwad Municipal Corporation (PCMC). It includes rules for construction of toilets by builders, NGOs and others.

V Kachi, deputy city engineer, PCMC, said plans were to construct the toilets before 2015. "We invited applications from builders and NGOs in March 2014. The toilets will come up near busy chowks, vegetable markets and other places, on footpaths or along nullahs or in plots reserved for civic amenities. There will be no need to acquire land."

The civic body has prepared four designs and builders have agreed to construct toilets at 17 locations, while NGOs have agreed to build them at 12 spots. The civic body will call for proposals to construct the toilets at the remaining places suggested by the corporators.

Developers must construct the facility as per the civic body's specifications and within the specified period. They can display their advertisements at the toilets for 15 years, but must pay the amount needed for repair and maintenance for this duration to the civic body.

Water will be provided at residential rates and the water connection will be free. However, they will have to get power connection and pay the bills. The civic body will sign an agreement with the builder for construction of the toilets and then allot the work for repair and maintenance to an NGO.

Similar conditions have been framed for NGOs to construct the facility and maintain them on a 'pay and use' basis for 30 years.

The NGO can put up advertisements for 30 years after which the toilets will have to be handed over to the civic body.

In the third category, the civic body will bear the construction cost after inviting bids. The operation of these toilets on a pay-and-use basis will be given to NGOs with experience. A cleanliness committee will frame the policy, terms and conditions. (Source: Siddharth Gaikwad, TNN)
